I configured Windows to use the two SSD drives and not the conventional hard disk for the paging file and game performance was entirely resolved. So that drive was bottlenecking the whole system, trying to handle all the virtual memory swapping (also, in retrospect, probably why 7 Days to Die would occasionally hang and boot me out when opening containers. When I went into Windows ("advanced system settings" -> performance -> settings -> advanced -> virtual memory -> change), I saw it was "automatically managing" my paging file by putting it all on the conventional drive.
I have 3 drives: 2 SSD and one conventional hard disk. I think the game loves memory swapping, like Windows virtual memory management, far more so than any other game. I'll just restate for the record what fixed my issue with the game because it's weird but I'm probably not the only one.
